                <content:encoded xmlns="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p>Inter-Services Public Relations (ISPR) Director General Lieutenant General Ahmed Sharif Chaudhry has said that the Makkah Defence Alliance — a tripartite agreement between Pakistan, Saudi Arabia and Turkiye — has no “regional aspirations”, adding that it is intended for collective deterrence.</p>
<p>The military spokesperson made the remarks during an interview on <em>Al Arabiya English</em>’s ‘Global News Today’, during a conversation with the programme’s host, Tom Burges Watson.</p>

<p>During the show, aired during the early hours of Wednesday, Lt Gen Chaudhry was asked what the agreement committed Pakistan to.</p>
<p>“It formalises Pakistan’s decades-old relationship with the kingdom of Saudi Arabia and the brotherly country of Turkiye in the domains for collective deterrence and defence of the three countries,” he said.</p>
<p>Watson then asked whether the pact was primarily a defensive cooperation or the beginning of a broader strategic alliance. To that, Lt Gen Chaudhry asserted that the pact was defensive, as its name implied.</p>
<p>“It is defensive. There’s nothing aggressive. There are no regional aspirations. It is collective deterrence,” he said, adding that the agreement was also “complementary”.</p>
<p>Elaborating further, he said the countries part of the alliance had independent relationships with other nations, blocs and alliances.</p>
<p>“So this mutual defence agreement is complementary in nature. It is not competing with any other relationship of these countries,” he added.</p>
<p>At that, Watson asked, “But does it contain any mutual defence obligation?”</p>
<p>In his short reply to the question, Lt Gen Chaudhry remarked, “The text that has been made public by the leadership of the three countries enunciates that very clearly and it’s interpretation is quite clear.”</p>
<p>Asked how Pakistan would respond if one of the countries in the alliance came under attack, he said that the operationalisation of defensive commitments were never made public in any discourse.</p>
<p>“You see, you have multiple other agreements which are defensive in nature, which are committal in nature. But no country comes out and starts sharing its operational details […] What you’re asking is the how part — that how we are going to defend Pakistan against any aggression.</p>
<p>“That is always part of the operational classification and security […] What you’re asking is that how it will be done. It is for the three countries to decide, and it is for them to know and for them to actualise it,” he said.</p>
<p>When specifically asked whether the military spokesperson saw the alliance “complementing or competing” with Pakistan’s relationship with China, Lt Gen Chaudhry asserted that it complemented Islamabad-Beijing ties.</p>
<p>“We need to understand that the Pak-Saudi and the Pak-Turkiye relationship has not come out of the blue. The Chinese understand it. The world at large understands it, that how historic these relationships are. We have formalised that.</p>
<p>“Nobody has any problem with that. Everyone understands that this is defensive; everyone understand it is for maintaining stability and peace in the region; and all the three countries that are part of it they have a wonderful relationship with China,” he said.</p>
<p>During the interview, Lt Gen Chaudhry was also asked whether he saw the defence agreement becoming a part of the wider, Muslim-world security architecture.</p>
<p>He replied that there was nothing in the pact that stated that it was a Muslim alliance, adding that it was an alliance for regional stability.</p>
<p>“It is not a club that is being made for only Muslim countries,” he said, adding that decisions on its expansion were to be taken by the leadership of Pakistan, Saudi Arabia and Turkiye.</p>
<p>“This agreement, this alliance can always encompass new, willing partners who also believe in regional peace, stability and security, [and] who have the shared vision of non-aggression, non-interference and collective deterrence.</p>
<p>“But that’s for the leadership of these three countries to decide; the how and when part,” he elaborated.</p>
<p>The joint defence pact was signed on Aug 7 and provides that an attack on one member state would be treated as an attack on all. Its inaugural meeting was held in Istanbul on Aug 31, where it was decided that Pakistan would initially head the alliance’s secretariat for three years.</p>
<p>Since its signing, there has been conversation about the possibility of its expansion, with Turkiye initially suggesting the possibility of Egypt’s inclusion. Though there has been no confirmation from Cairo.</p>
<p>From Pakistan, <u>Prime Minister Shehbaz Sharif</u> and Deputy Prime Minister and Foreign Minister Ishaq Dar clarified soon after the signing that the pact was defensive in nature, with the latter <u>saying</u> that it was also “open to any country in the region” willing to uphold its fundamental principles.</p>
<p>However, when Foreign Office spokesperson Sajjah Haider Khan was asked about possibility of the pact’s expansion during a weekly media briefing last week, he said an expansion was not on the cards at that point.</p>
<p>The three countries first needed to solidify the new organisation before considering opening it to other states with similar threat perceptions and requirements, he explained.</p>

                <content:encoded xmlns="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p>President Asif Ali Zardari on Wednesday gave his approval for conferring the Tamgha-i-Shujaat on Pakistan Institute of Medical Sciences (Pims) nurse Razia Noreen, who saved the life of a newborn during a fire at the facility that killed 14 infants.</p>
<p>The announcement was made by the Presidency. It added that the president had also approved several bills, including the National Institute of Folk and Traditional Heritage (Lok Virsa) Amendment Bill, 2026, the Standard Time (Interpretation of References) Amendment Bill, 2026, and another related to the management of hazardous materials in ships.</p>

<p>The August 26 fire at a nursery in Pims’ Mother and Child Hospital claimed the lives of 14 newborns. The incident raised concerns over fire safety <u>measures</u> and sparked <u>calls for accountability</u>, with criminal action being ordered against <u>eight officials</u>.</p>
<p>CCTV footage of the incident showed Noreen entering the nursery as flames grew and emerging seconds later carrying a baby. She then attempted to re-enter the nursery shortly afterwards, but the fire had spread by then.</p>
<p>Earlier this month, Prime Minister Shehbaz Sharif had awarded Noreen a Rs10 million cheque in recognition of her extraordinary bravery and sense of duty.</p>
<p>In her remarks, Noreen said she was carrying out her responsibility, as people had entrusted the children to her at that moment and the responsibility rested on her shoulders.</p>
<p>Meanwhile, a committee formed to probe the fire said on Wednesday the deadly blaze was most likely caused by a localised electrical failure, while also calling out the hospital management for systemic and institutional failure that turned the fire into a catastrophe.</p>
<p>Citing CCTV footage, which established “an exceptionally rapid emergency”, the report also said the evidence “rejects any generalised allegation that frontline personnel abandoned the newborns”.</p>

<p>Fresh fighting between the Houthis and the Yemeni government has dragged in Riyadh, with the Houthis declaring a maritime blockade on the kingdom and targeting its ships in the Red Sea.</p>
<p>Last week’s lightning offensive saw the group seize control of the entirety of Yemen’s Red Sea coast and the Bab al-Mandab Strait, a vital artery for Saudi oil exports as the wider Middle East war chokes off the Strait of Hormuz strategic shipping route.</p>
<p>The Houthis swiftly rejected as a “lie” Riyadh’s report that it shot down a drone from the rebels heading towards Makkah, which attracts millions of pilgrims each year.</p>
<p>“The claims about targeting Makkah are a worn-out lie that has been used before and no longer fools anyone,” Hazem al-Assad from the Houthis’ politburo wrote on X.</p>

<p>The Saudi coalition vowed retaliation, warning that the security of holy sites was a “red line”.</p>
<p>“The security of the Two Holy Mosques and the pilgrims is a red line, and the Joint Forces Command of the Coalition will not hesitate to take the necessary and deterrent measures against the Terrorist Houthi Militia,” the coalition said in a statement shared by spokesman Turki al-Maliki.</p>
<p>The Organisation of Islamic Cooperation (OIC) — a bloc of 57 Muslim countries — condemned the “heinous” attack.</p>

<p>Saudi Arabia had issued brief alerts on Tuesday over possible attacks in Makkah and across swathes of the kingdom’s south, which borders Yemen.</p>
<p>The alerts, including the first one issued in Makkah since the Middle East war erupted in February, came a day after a wave of ballistic missile and drone attacks launched from Yemen wounded 13 people in the kingdom’s south.</p>
<p>Fighting flared in July when the Houthis, who have for years controlled swathes of northern Yemen, launched a large-scale offensive against Yemeni government forces.</p>
<p>The conflict in the Arabian Peninsula’s poorest country has forced 82,000 people to flee their homes since the start of September, according to the United Nations.</p>
<p>Yemen’s permanent representative at the UN, Abdullah al-Saadi, said Yemenis were fighting to restore “national institutions across every inch of their land”, and called on the international community to take action against the Houthis.</p>
<h2>Houthi attacks have brought Mideast conflict to ‘dangerous juncture’</h2>
<p>Speaking at the United Nations Security Council meeting on Yemen, Pakistan’s Permanent Ambassador Asim Iftikhar Ahmad on Wednesday condemned Houthi attacks on Saudi Arabia.</p>
<p>“The Houthi military escalation inside Yemen, the continued Houthi attacks against Saudi Arabia and the latest military developments along Yemen’s Red Sea coast have brought the conflict to an extremely dangerous juncture,” he said.</p>
<p>“Pakistan condemns, in the strongest terms, all Houthi attacks against the kingdom of Saudi Arabia,” he said, adding that the country will “continue its earnest efforts at the highest levels to help diffuse tensions and advance peace and stability in the region”.</p>

<p>He said that Pakistan reaffirmed its unwavering support for the sovereignty, territorial integrity, security, and prosperity of Saudi Arabia and stood in complete solidarity with its leadership, government, and people.</p>
<p>“And consistent with the UN Charter and international law, Pakistan fully supports the kingdom’s legitimate right to take all necessary measures to defend its territory, protect its citizens, and safeguard its national assets against any threat,” he said.</p>
<p>The envoy also said that the expansion of Houthi attacks in and around Bab al-Mandab represented a “serious escalation”.</p>
<p>“Combined with continued violations of international law against commercial shipping, these developments pose a growing threat to freedom of navigation and the uninterrupted flow of international maritime commerce. Any attempt to threaten, obstruct, or weaponise the vital waterways will have consequences for international trade and commercial shipping, global supply chains, and energy security,” he said.</p>
<h2>‘Hostile and extremist’</h2>
<p>Yemen’s plea came as Saudi Arabia and Egypt called for free navigation in the Red Sea following the Houthi’s offensive in the vital waterway.</p>
<p>Saudi Crown Prince Mohammed bin Salman and Egyptian President Abdel Fattah al-Sisi called on Tuesday for “ensuring the freedom and security of maritime navigation” through the Hormuz and Bab al-Mandab — which links the Red Sea with the Gulf of Aden, the Egyptian presidency said.</p>
<p>The revival of Yemen’s civil war, dormant since 2022, has left Riyadh rushing to respond.</p>
<p>US media reported last week that the Saudi crown prince made a personal request to President Donald Trump for US intervention, but was turned down.</p>
<p>The Houthis have insisted that there is no threat to navigation in the Bab al-Mandab except for Saudi vessels.</p>
<p>Any attacks in the waterway are likely to make it less attractive to shippers.</p>
<p>Disruption in the strait could cause Egypt to feel the pinch too, as the Red Sea serves as the gateway to the Suez Canal, upon which Cairo relies for crucial foreign revenue.</p>
<p>Canal revenues are currently around half of what they were before the Houthis first started attacking Red Sea shipping in 2023, a campaign they said was in solidarity with Palestinians during Israel’s war against Hamas in Gaza.</p>
<p>On Tuesday, Qatar warned of dire consequences if Bab al-Mandab was closed, saying it would be “catastrophic for the entire world”.</p>
<p>The Houthis have also targeted oil infrastructure in Saudi Arabia, the world’s leading crude exporter, helping push global prices above the $100-a-barrel threshold.</p>
<p>The Saudi-led coalition said it would deal with the attacks “firmly to protect the sovereignty of the Kingdom”, and would take “all necessary operational measures to deter this … hostile and extremist approach”.</p>
<p>Houthi military spokesman Yahya Saree said on Tuesday that Saudi Arabia launched 52 airstrikes on Yemen over the past 24 hours, accusing it of targeting civilian sites, including schools and bridges.</p>
<p>But Riyadh’s strikes have failed to reverse the group’s gains.</p>
<p>A US military task force is working to enhance intelligence-sharing and planning assistance for Saudi forces as they face attacks, a US official told <em>AFP</em> on Tuesday.</p>
